Z uwagi na fakt, że Malta jest de facto państwem-miastem oficjalnie nie posiada żadnych miast. Zgodnie z Konstytucją, jedynym elementem podziału administracyjnego poniżej poziomu państwa są rady lokalne (samorządy), których jest 68.
