Od 1992 prezydent Federacji Wenezuelskiej. W latach 1990-1996 wiceprezydent FIM. Podczas 123 kongresu FIM został wybrany prezydentem FIM. Jest pierwszym od 1904 nie-Europejczykiem na tym stanowisku.
